What is a PINFL?

A PINFL is a Personal Identification Number of an Individual.

It is a 14-digit digital code that is assigned to each citizen of the Republic of Uzbekistan when issuing a passport.

  • Introduced on July 1, 2021 as a single identifier for receiving government, banking, social and other services.
  • The PINFL doesn't change during a person's entire life, even if they change their documents.
  • After the death of an individual, the phone number is archived.

Why do I need a PINFL?

PINFL is used as the main identity identifier in various fields:

Public services Receiving services through the E-Government portal, applying to the Civil Registry Office, the Ministry of Internal Affairs, the Ministry of Health, etc.
Banking operations Opening accounts, getting loans, making transfers
Medical services Registration in polyclinics, hospitals, access to electronic medical records

Where can I find my PINFL?

  1. In the biometric passport of a citizen of the Republic of Uzbekistan:
    • On the main page, at the bottom — a sequence of 14 digits.
  1. Via the official website of the Tax Service of Uzbekistan:

    • You must enter the passport series and number, as well as the date of birth.
  1. In the “myGov”mobile app
    • The official app for receiving public services, which also displays the PINFL.

How do I get a PINFL for a foreign citizen and a stateless person?

  1. Receiving methods:
    • Personally at the Public Service Center in Uzbekistan;
    • Through a proxy (requires a notarized power of attorney certified outside of Uzbekistan, apostille and translation into Uzbek).
  1. Required documents for a personal visit:
  • Original foreign passport
  • Document on temporary registration in the Republic of Uzbekistan (when staying in a hotel, you can get it at the reception; when staying with private individuals, it is issued to the Ministry of Internal Affairs)
  1. Required documents for registration by power of attorney:
    • Copy of a foreign passport in PDF format;
    • 3×4 color photo on a white background (electronic);
    • Original power of attorney.
